If one of your canine teeth never came down and you were told it was impacted and you needed oral surgery could this have anything to do with the condition of your other teeth which are very yellow?
Orthodontics and oral surgery would be needed to "pull" the impacted canine into position. This would have nothing to do with color of the teeth. If you are worried about yellowing of the teeth, this could be corrected with many different types of bleaching. My best recommendation would be after completing the braces and oral surgery, bleach with a approved bleaching system with your dentist. The only exception is that if the impacted tooth is causing pressure on the rooth of another tooth, then a greyish color might appear on that tooth.

It really depends on the position of the impacted canine - this needs to be confirmed radiographically. If it is very ectopic (misplaced) it can be left and your dentist asked… to review it every 6/12 months. However if it is left and it is in close proximity to the lateral incisor there is a risk it can resorb (eat away) the root of the lateral incisor (if it already hasn't started to do so) resulting in the lateral incisors root which is already short being compromised and the tooth eventually falling out.
